A strong accept at a respected venue beats a borderline reject at a famous one, every time, because published papers get cited and rejected papers get rewritten. I have the scars.

Then the calendar. Of your shortlist, which deadlines can you actually hit with a finished, polished manuscript? Cross off the ones you can't. This one step kills more bad decisions than all the prestige analysis combined. It's not romantic. It works.

Then read the last two years of proceedings. Proceedings don't lie. If the venue has drifted away from your topic, or every accepted paper comes from the same five labs, take the hint.
